2025 ULA-COC Town Hall Recap
On Thursday, December 4th, the United to House LA Citizen Oversight Committee (ULA COC) hosted the second annual ULA COC Town Hall at the Earvin “Magic” Johnson (EMJ) Recreation Center in South LA. This year’s program included activities to increase public engagement and discussion with COC members and LAHD staff who implement ULA programs.
The Town Hall hosted a partner fair where attendees could learn about resources and programs from ULA partners including the TransLatin@ Coalition, Strategic Actions for a Just Economy (SAJE), Legal Aid Foundation LA (LAFLA), IBEW 11, and LAHD’s Tenant Anti-Harassment Ordinance (TAHO) taskforce.
The ULA COC presented a video highlighting the accomplishments and progress towards full program implementation before LAHD shared a more detailed overview. After, the COC staff facilitated a panel discussion with an electrical worker who works on ULA developments, an affordable housing developer using ULA funding, and a current tenant of a ULA-supported housing development.

After the panel discussion, Town Hall attendees broke out into four discussion groups focusing on Coalition Building and Community Participation; Tenant Protections; Developer Practices; and Community Land Trusts (CLTs) and Alternative Ownership Models. In these discussion groups, members of the public engaged in conversations with LAHD staff implementing ULA programs, and COC members overseeing ULA programs.
